Once a decorated commander whose legendary campaigns spanned three decades, The Velocity Fiend watched his peers fall to age and infirmity while he remained trapped in a deteriorating husk, his mind still sharp but his body betraying him with each passing year. Consumed by existential dread and a pathological obsession with speed as the ultimate expression of life itself, he became convinced that velocity could outpace death's inevitable march. In a moment of calculated desperation, he infiltrated a black-market laboratory to acquire an experimental enhancement serum, then positioned himself atop a lightning-struck peak during a catastrophic storm, willing the heavens to remake him. When the bolt struck, something miraculous and terrible occurred—the serum fused with the raw electrical fury, transforming him into a being of living kinetic energy who could traverse the world as crackling red lightning while growing exponentially faster with every stride. Now caught in a cruel paradox where his power flourishes only in motion but withers into fragile mortality during rest, he prowls the realm hunting other speedsters like a predator stalking prey, draining their gifts and obliterating their loved ones to satisfy both his hunger for velocity and his bitter resentment of those young enough to have what he stole. The Velocity Fiend has become less a man seeking immortality and more a force of nature driven by the twisted conviction that if he cannot escape death, he will at least ensure no other speedster finds peace before meeting their end.

Create a storm cloud in a 30-foot radius. All creatures in the area must make a DC 18 Dexterity saving throw or take 6d6 lightning damage.

Kinetic Resilience

While in motion, The Velocity Fiend takes half damage from all attacks.

Speed Drain

When he reduces a speedster to 0 hit points, he gains temporary hit points equal to their speed.
